If the FHA requirement regarding the AMC fee and the appraisal fee is adopted by Fannie undr the HVCC code, this would be a huge step in the right direction. Currently the AMC’s take up to 50% of the borrower paid appraisal fee leaving a small fee actaually paid to the appraiser. Most well trained and experienced appraisers cannot pursue AMC work as there is no financial incentive. When the AMC’s have to disclose a customary fee for their services as required by FHA their fees will vary with the service and their clients and borrowers will be able to see what they are getting for their money. Many AMC’s hire review appraisers for $10 an hour that aren’t licensed in the state the appraisal was performed in. Consequerntly there is a breakdown in the quality control.
